Investing in a pool is a big decision, and one that should not be taken without understanding all the aspects involved.
Like all other items in home construction, pools come with a certain amount of local-authority Rules and Regulations, which must be followed, or the letter of the law will apply, and you will incur fines and may be forced to remove the pool.
This series of regulations applies to pools in every city in America, and almost every small town near a large city implements the same standards (typically, these rules and regulations do not apply to temporary plastic pools, or pools that are less than 18" deep).

The Permit process
The Permit process requires all the relevant site information and CAD drawings. Then a series of documents provided by the city have to be filled in with appropriate information as per the questionnaires provided. A city provided property inspection is also required to determine locations of any buried lines, drains, water lines, gas lines before the permits can be submitted, as is a clearance document for electrical lines and access points. The permit documentation required for pools includes but is not limited to the pool permit, pool pump flow calculations documentation, tree ordinance permits, BSPA permits, building authorization permits, electrical permits, plumbing permits, and possibly fence permits. Codes and inspection criteria requires more that that.

If a pool supplier provides these services for you they are not held liable by the local authorities. Any permit inconsistencies can result in daily fines and a possible removal of the pool at the cost of the property owner.
